  • An important note following the 2007 Legislative cycle, from Agents Confidential #28, May 2007:

    NO ONE KNOWS
    —Anyone who says they can predict what Florida's property marketplace holds for either insurers or agents isn't telling the truth. No one knows. The impact of the CAT Fund expansion, the new competitive nature of "Citizens," expanded assessments, and punitive regulations on carriers will materialize over months and years and will vary greatly based on regulatory and legal interpretations, reinsurance availability and pricing, and, of course…storm activity. What remains crystal clear, however, is that a major storm or worse, numerous major storms, will result in large deficit assessments on virtually every policyholder in our state. This was a position promoted by the governor and ultimately agreed to by lawmakers with eyes wide open. It was a decision based only on their desire to lower premiums immediately. Policymakers admit this fact and are not, in our opinion, going to make major changes to what they implemented until a storm or the marketplace proves them wrong.
